CONSTITUTION
OHIO ASSOCIATION OF SUPERVISORS COORDINATORS
FOR
EXCEPTIONAL STUDENTS
ARTICLE I. NAME
Section 1.
The name of this organization shall be the Ohio Association of Supervisors
and Coordinators for Exceptional Students (OASCES).
ARTICLE II. PURPOSE
Section 1.
To promote excellence and innovation in meeting the ever-changing needs of
students with disabilities in the State of Ohio and promote the highest
standard of professionalism in the Association.
Section 2.
To support special education causes in the educational and legislative arenas
and serve in an advisory capacity to other appropriate agencies regarding
programs for children with disabilities.
Section 3.
To serve in an advisory capacity to appropriate agencies regarding programs
for children with disabilities, to develop a statewide network of communications
for coordinators or supervisors of services for special education students,
and to maintain an awareness of and to promote input to legislative bodies
in matters regarding programs and services to special education students,
acting as a vehicle for improvements in the field of Special Education
in the State of Ohio.
ARTICLE III. MEMBERSHIP
Section 1.
Any person certified/licensed in Special Education in the State of Ohio,
who is serving as a coordinator or supervisor of services for children
with disabilities may become a Regular Member with voting privileges
in this Association by paying dues as stipulated in By-Laws, Article
I, Section 1. Final determination of membership eligibility, in the event
of disputes, shall be made by the region in which the application occurred.
Section 2.
Any professionally certified/licensed educator employed in the State of Ohio
who is serving students with disabilities may become an Associate Member
of this Association, without voting privileges, by paying dues as Stipulated
in By-Laws, Article 1, Section 2.
Section 3.
Any person who has been a Regular Member of this Association or an affiliated
Association for at least one year and is in full retirement or temporary
leave from his/her qualifying position may become a Retired Member of this
Association, without voting privileges, by paying dues as stipulated in By-Laws,
Article I, Section 2.
ARTICLE IV. OFFICERS AND THEIR DUTIES
Section 1.
The officers of this Association shall be President, President-Elect, Secretary
and Treasurer. In order to be an officer, the member must hold Regular
Membership status.
Section 2.
The President shall preside at all meetings of the Association and of the
Executive Committee and shall serve as or appoint a member of the Executive
Committee to serve as an Ex-Officio member of all committees except the
Executive Committee. The President shall be responsible for calling special
meetings and coordinating the Association’s activities.
Section 3.
The President-Elect shall preside or act in the absence of the President
and shall serve as chairperson of the Program Committee.
Section 4.
The Secretary shall keep a record of the proceedings of all meetings of the
Association and of the Executive Committee. The Secretary shall handle
the correspondence of the Association. All books, records, and supplies
that are the property of the Association shall be in the Secretary’s
custody and shall be kept in such order that they are usable and may
be passed on satisfactorily to the Secretary’s successor.
Section 5.
The Treasurer shall receive all monies belonging to the Association, shall
make payments as stated in the Constitution, shall keep an itemized account
of receipts and expenditures, and shall make reports of the balance at
regular meetings. The Treasurer shall file a written annual report.
Section 6.
Term of Office:
(a) The President and President-Elect shall serve for not more than one (1)
consecutive term of one (1) year each.
(b) The President-Elect shall serve one (1) year and shall automatically
succeed to the President.
(c) The Secretary and Treasurer shall serve for not more than one (1) consecutive
term of two (2) years.
Section 7.
Whenever the office of President becomes vacant, the President-Elect shall
automatically assume the Presidency for the remainder of the term as
well as the term for which he/she was to serve as President. In this
case, a new President-Elect shall be named by the Executive Committee
to finish the unexpired term.
Section 8.
Whenever the office of President-Elect becomes vacant for reasons other than
assumption of the Presidency, the Executive Committee shall name a new
President-elect to complete the term as President-Elect. At the next
regularly scheduled election, an election for President shall be held.
Section 9.
Whenever the office of President and President-Elect become vacant simultaneously,
the remaining members of the Executive Committee shall choose one of
their members to serve as President Pro-Tempore until a special election
by the membership is conducted.
Section 10.
Whenever the offices of Secretary and/or Treasurer become vacant during the
term of office, the remaining members of the Executive Committee shall
choose one of the membership to fill the vacancy(ies).
ARTICLE V. REGIONS
Section 1.
The state shall be divided into regions. The boundaries of these regions
are to be decided by the Executive Committee. Should a change of boundary
be desired by the members of a region or regions, a written proposal
for that change shall be submitted to the Executive Committee for consideration.
Section 2.
This organization exists to assist in developing and implementing effective
programs in the schools of Ohio. In its relations with the regions, the
state organization shall be cooperative rather than directive.
Section 3.
Each region shall elect its own officers and establish its own schedule of
meetings and activities.
Section 4.
Each region shall elect two representatives to serve on the state Advisory
Board. It is recommended that they consist of one (1) coordinator and
one (1) supervisor who are Regular Members of the Association.
ARTICLE VI. EXECUTIVE COMMITTEE
Section 1.
The Executive Committee shall consist of the four (4) elected officers and
the Past President. Two (2) representatives of the State of Ohio, Department
of Education, Office of Exceptional Children shall be members of this
Committee in an ex-officio capacity. The ex-officio members shall be
appointed by the Office of Exceptional Children in cooperation with the
Executive Committee of this Association.
Section 2.
The Executive Committee shall serve as the agency through which the policies
of the Association will be put into effect and have general responsibility
for all activities sponsored by the Association.
ARTICLE VII. ADVISORY BOARD
Section 1.
The Advisory Board shall consist of two (2) elected representatives from
each region. It is recommended that they be one (1) coordinator and one
(1) supervisor. The elected representatives shall be Regular Members
of OASCES.
The Advisory Board shall also include chairpersons from all standing and
ad hoc committees.
Section 2.
The Advisory Board shall serve as a liaison between the Executive Committee
and the regions. This Committee will be an advisory group to the Executive
Committee.
ARTICLE VIII. MEETINGS
Section 1.
This Association shall schedule one (1) general membership meeting during
the calendar year. Regional meetings shall be held as deemed necessary
by the region or as determined by the Advisory Board.
Section 2.
Business of the Association shall be conducted at duly called general membership
meetings.
Section 3.
The Executive Committee shall meet quarterly during the calendar year.
Section 4.
The Advisory Board shall meet at any time deemed necessary by the President,
President-Elect, or fifty percent (50%) of the elected Advisory Board.
Section 5.
Special general membership meetings shall be called by the President upon
written request of thirty percent (30%) of the membership. Business to
come before the special meeting must be stated in the “call” which
shall be sent to each member in writing.
Section 6.
All members must be notified by letter thirty (30) days prior to a special
general membership meeting.
ARTICLE IX. AMENDMENTS
Section 1.
No alterations, additions, deletions, or amendments shall be made to this
Constitution except by a vote of two thirds (2/3) of all eligible members
present and voting at any regular Association meeting or any special
meeting called by the President specifically for that purpose.
Section 2.
Proposed changes in this Constitution shall be presented in writing to the
membership at least thirty (30) days prior to the meeting at which they
will be considered.
